David A. Scholl, AASN, CETS
Executive Director

Dave became Executive Director in August 2014. In his role as head of the agency he is responsible for the day-to-day operations of the various departments and for guiding the agency as it seeks to offer the highest quality service to our customers. He brings to V.O.I.C.E., Inc. a wealth of experience. Some of his positions prior to joining the Agency include Paramedic, Sheriff’s Deputy, and Volunteer Fireman. Following his successful 24 year career in the United States Army, during which he held several high level leadership positions, David attended Davenport University where he earned his degree as a Registered Nurse. In 2003, he accepted a position at V.O.I.C.E., Inc. as the Coordinator of the newly formed Employment Services department. He then was made Director of Community Services continuing to supervise the staff within the Employment Services Department and taking on the added responsibility of overseeing the fledgling Home Staffing Department. Once both departments became self-sustaining, David was promoted to his current position.

Tammy K. Scholl
Director of Community Services

Tammy currently serves as the agency’s Director of Community Services, a position she requested in order to put her time and energy into insuring the Home Staffing department attains the level of quality service the community has come to expect from VO.I.C.E., Inc.. She originally accepted the position of Executive Director of V.O.I.C.E., Inc. in April 2001. Her past experience includes several years as a Job Coach for the Arnold Center, an American Sign Language Instructor for Bay City and Essexville Community Education Programs and a full-time mom to 4 children. Under Tammy’s guidance and vision, the agency has seen phenomenal growth over the years of her tenure. Tammy is a graduate of the Michigan School for the Deaf.

Staci Garcia, MAcct
Director of Finance

Keeping close track of the agency’s finances and carefully stewarding our resources are the main duties performed by Staci. She holds a bachelor’s degree in Business Administration with a concentration in accounting and finance from Tiffin University in Ohio. While working full time for the agency Staci also found time to attend evening classes at Davenport University where she earned her Master’s Degree in Business Administration in Accounting/Finance.

Peter Norland, MA, NIC
Director of Interpreting/Staff Interpreter

Peter joined the V.O.I.C.E. team in August 2019, as director of the Interpreting Department and staff interpreter. Peter started learning sign from a friend at a young age and experienced his initial interpreter training and internship in Oregon. He has been a professional interpreter since 2015, is certified through the Registry of Interpreters for the Deaf, and holds a graduate degree in Interpreting Studies: Theory and Practice from Western Oregon University. In studying action research during the graduate program, Peter developed a love of learning through data collection, measurement, and iteration.

Manuel Garcia
Director of Human Resources

Manny, as he is known here, joined our team in August of 2020 as a volunteer and then in February of 2021 came on as a full-time employee. He brings a wealth of knowledge in the Human Resources field having spent many years working in corporate positions leading large teams.

Tonya Bevins
Community Supports Admin

Tonya Bevins comes to V.O.I.C.E., Inc., with 15 years of experience in tourism, group sales, marketing and sales development. She is also an experienced event planner, social media marketer and public relations support manager. Driven by her passion for community and people, she likes to get people excited about the things she is excited about. Right now, that’s V.O.I.C.E. As the Community Living Support Admin, her goals include streamlining schedules to maximize the needs of our clients as well as our staff and helping V.O.I.C.E. be recognized as this area’s leader in the direct care/home health industry. Tonya has been recognized by her previous employers and colleagues for her extraordinary commitment to community involvement, leadership and her ability to get the job done.

Jessica Sequin, BA
Finance Admin

Jessica joined the team in November 2021 as a Finance Admin working closely with Staci. She holds a Bachelor's Degree in English that she received in 2018. Jessica is also working towards her Master's of Clinical and Mental Health Counseling to better serve her community. She has recently taken her first ASL beginner's class and is learning how to communicate with the deaf and hard of hearing. Her goal is to be able to use this skill as a practicing counselor in the future. In her free time, Jessica enjoys reading, writing, doing crosswords, and watching documentaries.
